During the February 2017 winter storms, numerous mountainous roadways within Sonoma County suffered multiple slope failures and slipouts. Some of the roads are part of the State Highway System. Others are County Roads or local roads.

By fall of 2017, the Sonoma County Department of Transportation and Public Works secured emergency funding for repairs from two federal sources, namely the Federal Highway Administration (FHWA) and the Federal Emergency Management Administration (FEMA).

The County then issued a Request for Proposals for On-Call Engineering Design Services with the intent of selecting several firms for the work. OPAC was one of several firms selected to perform the on-call work. In May 2018, OPAC secured two contracts, one funded by FHWA for $975,000 and another funded by FEMA for $975,000. Design services for roads on the State Highway System are funded by FHWA. For County or local roads, design services are funded by FEMA.

OPAC is the Prime Designer responsible for retaining structure type selection and the preparation of final plans, specifications and estimates. OPAC directs a team of geotechnical engineers, land surveyors and civil engineers.
